President Trump has signed H.J. Res 43 into law giving the authority of a Federal Agency back to the States so that they may decide how they will use Title X funds in their respective states.
H.J. Res 43, authored by Rep. Diane Black (R-TN-6) voids a DHHS provision put in place in the last days of the Obama administration that kept state and local governments from deciding how to use federal money. The 2016 Congressional Research Service Report states that $286 million is allocated for the Family Planning Provision of Title X Grants. H.J. Res 43 reverses the provision that mandates the use of Title X grants for organizations like Planned Parenthood and allows states to decide which organizations will receive federal dollars. Vice President Mike Pence cast the tie-breaking vote, which sent the bill to President Trump’s desk last week.

Pro-life groups such as Concerned Women for America and the Susan B. Anthony List celebrated the bill’s passing on Thursday.
